2. BACKGROUND
The Government currently operates a commercial dish machine within a food service area at the above-referenced facility. The existing unit has reached the end of its useful service life and/or does not meet current sanitation, safety, or operational standards.
The Government requires the removal, relocation for disposal, and replacement of the dish machine with a new commercial unit that fully complies with current performance and code requirements.
3. SCOPE OF SERVICES
The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, and incidentals necessary to remove the existing dish machine and install the replacement dish machine in accordance with this Statement of Work.
4. PERFORMANCE REQUIREMENTS
4.1 Removal of Existing Equipment
- Disconnect and remove the existing dish machine.
- Move removed equipment to the on-site location designated by the Government for disposal.
- Perform removal without damage to surrounding finishes, equipment, or utilities.
- Contractor is responsible for all rigging, lifting, and safe handling during removal.
- Final disposal of removed equipment shall be performed by the Government.
4.2 Installation of New Equipment
- Uncrate, assemble, set-in-place, level, and secure the new dish machine.
- Connect to existing utilities located within three (3) feet of the equipment connection points.
- Install all required accessories.
Installation shall comply with:
- Manufacturer installation instructions
- National Sanitation Foundation (NSF) standards
- National Electrical Code (NEC)
- Local plumbing and health department codes
4.3 Manufacturer Start-Up
The Contractor shall coordinate and schedule the manufacturer or an authorized manufacturer-certified service provider to perform the required start-up necessary to activate the equipment warranty. Confirmation of completed start-up shall be provided to the Government.
5. HOOD & VENTILATION RESPONSIBILITIES
If the new dish machine requires connection to a Type I or Type II exhaust hood or make-up air system, those systems must be fully installed by the government, operational, and code-compliant prior to equipment start-up.
5.1 Government Responsibilities (Above-Ceiling)
- Hood system sizing and installation
- Exhaust ductwork, roof penetrations, fans, and curbs

- Make-up air systems
- Required inspections and approvals by the Authority Having Jurisdiction (AHJ)
5.2 Contractor Responsibilities (Below-Ceiling)
- Positioning the dish machine under the existing approved hood
- Maintaining required equipment-to-hood clearances
- Connecting the dish machine to the hood interface below the ceiling, where required
- Sealing and securing the below-ceiling connection at the equipment level
The Contractor is not responsible for hood sizing, above-ceiling ductwork, fire suppression installation, exhaust fans, make-up air systems, or final hood certifications.
5.3 Delay Protection
If the utilities, hood, ventilation, or make-up air systems are not complete or approved at the time of scheduled installation, the Contractor shall be entitled to a contract modification for return visits, delays, or remobilization.

8. CONTRACTOR RESPONSIBILITIES
- Comply with all Occupational Safety and Health Administration (OSHA) requirements.
- Maintain a clean work area and dispose of all debris in the Government-provided dumpster.
- Protect building surfaces and repair any damage caused by Contractor activities.
- Perform work during normal business hours:
8:00 AM – 5:00 PM, Monday–Friday, excluding federal holidays - Ensure personnel meet access and background requirements.
- Maintain all required insurance.
- Not be responsible for correction of deficiencies such as unlevel floors, inadequate structural support, or inaccessible, damaged, or improperly sized utilities.
- Not be responsible for warranty service beyond installation and manufacturer start-up coordination.
9. GOVERNMENT RESPONSIBILITIES
- Provide a POC with authority to coordinate access, decisions, and acceptance.
- Provide all required permits, inspections, safety plans, and site access approvals.
- Handle all required background checks or clearances.
- Receive, inspect, and stage equipment at the installation location.
- Ensure utilities are code-compliant, fully functional, and located within three (3) feet of connection points.
- Provide a dumpster on site for Contractor debris.
- Provide adequate parking and access for Contractor vehicles.
- Perform final disposal of removed equipment.
- Ensure the site is fully ready prior to the Contractor’s scheduled visit.
10. TRAINING
The Contractor shall provide basic operational instruction to Government staff covering normal operation and routine cleaning of the dish machine.

15. MARKET RESEARCH & CONTRACT VEHICLE RECOMMENDATION

16. SITE READINESS, SAFETY, UTILITIES & CHANGE CONDITIONS
16.1 Site Readiness (Government Responsibility)
The Government certifies that the installation site is or will be fully prepared prior to Contractor arrival, including utilities, access, structural support, hood and ventilation readiness, and required clearances. The Contractor shall not be responsible for delays caused by site conditions not disclosed in advance.
16.2 Infection Control & Dust Containment (Healthcare Facilities)
For healthcare facilities, the Government is responsible for establishing and enforcing all Infection Control Risk Assessment (ICRA) controls, work area containment, negative air requirements, and clean/dirty corridor separation. The Contractor shall comply with facility protocols but is not responsible for developing the ICRA plan.
16.3 Hot Work, Fire Alarm & Fire Suppression Coordination
If hot work, hood fire suppression tie-ins, or fire alarm disablement are required, the Government is responsible for coordinating these activities with facilities, safety, and fire protection personnel.
16.4 Utility Verification at Time of Arrival
The Contractor shall verify the presence and apparent condition of electrical, water, drain, and ventilation connections upon arrival. If unsafe or non-compliant utilities are observed, the Contractor may stop work without penalty until deficiencies are corrected by the government.
16.5 Differing Site Conditions & Change Orders
If concealed, latent, or non-disclosed site conditions are encountered, the Contractor shall notify the Government immediately. Any additional work required as a result shall be addressed through a formal contract modification.
16.6 Subcontractor Responsibility Flow-Down
The Contractor remains fully responsible for the performance, safety, and compliance of any manufacturers, installers, or service agents engaged under this contract.
16.7 Final Cleaning & Turnover Condition
The Contractor shall leave the immediate installation area free of debris, packaging, and tools. Final housekeeping of the surrounding dishroom beyond the immediate work area remains the responsibility of the Government.
16.8 Facility Downtime Responsibility
The Government acknowledges that dishroom operations may be interrupted during removal and installation. The Contractor is not responsible for providing temporary dishwashing operations unless separately contracted.
16.9 Point-of-Connection Limitation
The Contractor’s responsibility for utility work is strictly limited to connections made within three (3) feet of the equipment stub-outs. Any extension, relocation, resizing, or upgrade of utilities beyond this point is the responsibility of the Government.
